Northview Apartments is a 67-unit affordable housing development completed in Sacramento, California, in 2023. Designed by Brooks Scarpa Huber Architects for Excelerate Housing Group, the project reimagines multifamily housing through an emphasis on community interaction, environmental performance, and spatial openness. Organized around shared courtyards and landscaped outdoor areas, the development places collective spaces at the center of daily life while maintaining privacy through careful building orientation and circulation strategies. Two-story residential buildings frame gardens and social spaces, encouraging natural ventilation and visual connectivity throughout the site. Sustainability objectives informed the project from the outset, resulting in a LEED Platinum-certified development that incorporates passive environmental design, drought-tolerant landscaping, reduced impervious surfaces, and measures that support local ecological systems. Situated near the confluence of the American and Sacramento Rivers, the project responds to its environmentally sensitive context through water-conscious planning and habitat-supporting landscape strategies. Together, these elements establish a socially inclusive and environmentally responsible model for contemporary affordable housing.

Affordable housing developments are frequently shaped by concerns of security and efficiency, often resulting in inward-looking environments separated from their neighborhoods. Northview Apartments challenges this convention by positioning shared space as the primary organizing element of the project. Rather than relying on solid perimeter barriers and isolated residential blocks, Brooks + Scarpa developed a composition that promotes visibility, openness, and a stronger sense of community among residents while preserving individual privacy through thoughtful spatial planning.

The 31,100-square-foot development occupies a 1.23-acre site in Sacramento and accommodates 67 residential units arranged within a series of two-story buildings. These structures define a central garden and social courtyard that function as the communal heart of the project. Units are placed along the site’s outer edges, allowing common spaces to become the visual and social focus of the development. Carefully positioned windows and exterior circulation routes create connections between residents and shared outdoor areas, encouraging passive interaction and strengthening neighborhood relationships within the complex.


Environmental performance is integrated into the architecture through a combination of passive design strategies and site planning decisions. The perimeter buildings are configured to maximize cross ventilation, while breezeways cut through the structures to improve airflow and provide direct pedestrian access between gardens, parking areas, and communal spaces. These openings contribute to the project’s environmental comfort while reinforcing its sense of permeability and openness.


At the center of the development, a community room serves as a social anchor linking the project’s indoor and outdoor environments. Large sliding glass doors enable activities to extend into adjacent courtyards, creating flexible gathering spaces for residents. Above, a two-story trellis provides shade and filtered daylight, enhancing comfort throughout the year while giving architectural definition to the central open space. The relationship between buildings, landscape, and communal amenities reflects a deliberate effort to prioritize collective experience within a residential setting.

The project’s sustainability agenda extends beyond energy efficiency to address broader ecological concerns. Located near the confluence of the American and Sacramento Rivers within the San Francisco Bay watershed, Northview Apartments incorporates landscape and water-management strategies that support long-term environmental resilience. Reducing impervious surfaces help improve stormwater quality, while drought-tolerant planting minimizes water consumption. New habitats and green spaces contribute to pollination, species migration, and ecological connectivity, reinforcing the development’s role within the wider landscape. Through its combination of social, environmental, and architectural ambitions, Northview Apartments presents a thoughtful model for affordable housing that places community and sustainability at the forefront of design.
